Community Health Worker Perspectives on Credentialing 2022

During the 2022 Hawai'i legislative session, Senate Bill (SB) 2882 was introduced. This bill intended to establish a certification program administered by the Department of Commerce and Consumer Affairs (DCCA). The original bill received little input from CHWs and received significant testimony in opposition. As a result, the Health, Human Services, and Homelessness (HHH) committee recommended that the measure be deferred. In September 2022 the State of Hawai'i Office of the Auditor conducted a Sunrise Analysis of the Regulation of Community Health Workers. The sunrise analysis found that SB 2882 did not meet the State of Hawai'i criteria under the Hawai'i Regulatory Licensing Reform Act because "the legislation is intended to recognize and improve conditions for community health workers, not protect consumer safety". This study was intended to compliment the Sunrise Analysis by providing a CHW perspective.
